The Qatar GP is the only race on the calendar where you need to think about two distinct dress contexts in the same day. On the Doha Metro — and in public areas of the city generally — modest clothing with covered shoulders and knees is expected and culturally appropriate. Inside the Lusail circuit venue, normal outdoor and sports clothing is fine.
The practical solution is clothing that works in both contexts: a light long-sleeved shirt or t-shirt with a loose cover-up or overshirt handles the metro, the afternoon heat, and provides modest coverage without being uncomfortable at 28°C.

Light long-sleeved shirt or breathable overshirt
Covers shoulders for the metro and public areas, protects against afternoon sun, layers easily in the evening. Linen or moisture-wicking fabric keeps it comfortable in the heat.
Long trousers or a longer skirt / dress
Appropriate for public spaces and comfortable in the evening. Mid-thigh shorts are generally fine inside the circuit but attract attention in metro stations and shopping areas.
Light jacket or cardigan (packed in your bag)
Bring it for the qualifying session Saturday night when temperatures drop to 18-20°C. Not needed during the race itself (18:00 start) unless you run cold.
Comfortable trainers or flat shoes. You will walk from your hotel to the metro, from the metro to the shuttle, from the shuttle drop to your grandstand, and then reverse all of that after the race. The walking distances at Lusail are moderate — not as extensive as a street circuit — but the cumulative heat in the afternoon makes anything other than comfortable footwear a problem.
Team shirts, replica caps, and branded jackets are appropriate inside the circuit. A team hoodie or mid-layer doubles as your evening layer for the qualifying session. Buy team merch before the race if you can — on-site prices are high and popular items run out of popular sizes on race weekend.
